Do I have to pay this?

Part of the property tax is for the cost of your education but breaking the properties of the school is not normal activity of a student. If you were caught doing so & cannot convince the school that was not your fault, it is fare for you to pay for the repair. You can negotiate with your school to have the material bought by you but probably they will not allow you or even your parents to do the replacement work as that may involve insurance if any thing happy when doing so.
